Concerns with funding for higher education

Texas - If the state went to an outcome-based funding system, Meaning 10 to 25 % of state funds would be tied to student success, many universities say they would be at risk.

This type of system has been proposed by Governor Rick Perry and some lawmakers but several university presidents are warning about the huge affects it could have on their budget.

Texas A&M International in Laredo says they could lose around $200,000 and it could cost the University of Texas to lose $9 million over the next two years.

Leaders are also concerned with a provision of the budget plan that would cut per-student funding for the Texas grant program, which is the state's primary financial aid for poor students.
