FORT SILL, Okla. (AP) _ The signing of a Black History Month Proclamation and the presentation of a Congressional Gold Medal are scheduled at Fort Sill.

The ceremonies are set for Monday afternoon at the Graham resiliency training center.

The Congressional Gold Medal will be presented to the family of Pfc. Rudolph Phillips.

Phillips was one of the original ``Montford Point Marines,'' a group of black men who were allowed to be recruited into the U.S. Marine Corps under a presidential directive in 1942. The soldiers were segregated and were trained at Montford Point near Camp Lejeune, N.C.
